The center was rented 63 times in 2011, according to Dewey.

The new building would feature a multipurpose gym, indoor walking track, two community rooms, a full kitchen, small conference rooms and office space.

Romney, who's closing in on the Republican nomination, called Friday's jobs report "weak and very troubling."

"Millions of Americans are paying a high price for President Obama's economic policies, and more and more people are growing so discouraged that they are dropping out of the labor force altogether," he said in a statement. Obama's "excuses have run out," he said.

Obama was more upbeat at a White House gathering. "Our economy has now created more than 4 million private-sector jobs over the past two years and more than 600,000 in the past three months," he said.

"There will still be ups and downs along the way," the president said. "We've got a lot more work to do."

Democrats cling to historical data showing that presidents tend to get re-elected if the economy is improving during their fourth year in office, even if it's below normal levels. In that light, the key news for Obama in Friday's report was that jobs are still being created, not that the pace was half what it was during the previous three months.

"The trend is still his friend. But you have to worry about whether it's a fickle friend," said Jared Bernstein, a former economics aide in the Obama White House. "The question of whether the economy has truly achieved escape velocity hasn't been convincingly answered yet," he said.

Republican strategist Brian Nick said Obama will have a hard time convincing voters they should accept a poky recovery and an unemployment rate that has exceeded 8 percent for more than three years. "I think it's worse out there than maybe the administration realizes," Nick said. Many older Americans keep working when they'd rather retire, he said, and many others are so discouraged they have quit looking for jobs.

Romney's message of "we can do better" will resonate this fall, Nick said.

Strategists in both parties found modest comfort in Friday's report.

"To the extent there's a mixed message about some of the numbers, it gives Romney something to hold onto," said Joel Johnson, a Democrat who has worked in Congress and the Bill Clinton White House. Obama's allies must keep reminding voters that the 2008 economic collapse happened on President George W. Bush's watch and now "we're clawing our way out," Johnson said.

Romney must highlight the economy's ongoing weaknesses, "but you don't want to root against progress," he said.

Republicans say employment isn't the only important economic factor in the presidential race. High gasoline prices and concerns about federal spending and deficits also will work against Obama, they say.

But Republicans know they cannot count on economic trends to move their way. Romney has broadened his criticisms of Obama in recent days, saying voters should oust the president because of things he has done and unknown things he might do.

Romney repeatedly cites Obama's supposedly private comments to Russian President Dmitri Medvedev, in which Obama said he would have "more flexibility" to deal with missile defense after the election.

"He does not want to share his real plans before the election, either with the public or with the press," Romney told newspaper editors and publishers Wednesday. "By flexibility, he means that 'what the American public doesn't know won't hurt him.'"

"On what other issues will he state his true position only after the election is over?" Romney said.

Obama, meanwhile, has widened his criticisms of Romney, a tactic he may have to accelerate if employment slumps in coming months. The president said at The Associated Press annual meeting in Washington that Romney has embraced "thinly veiled social Darwinism" by backing a House GOP budget that would cut taxes for Americans, including the wealthiest, and reduce spending on many programs.

Obama's Chicago-based campaign paid less attention Friday to the jobs report than to a Washington Post story about Romney's hard-to-find financial assets and an equal-pay dispute in Wisconsin.

With no one sure what the next monthly jobs report might find, the campaigns are preparing for a tough general election in which the economy will be paramount and voters' moods unpredictable.

Egyptian ex-regime loyalist to run for president

CAIRO (AP) ? A former deputy of ousted President Hosni Mubarak announced his presidential candidacy Friday, shaking up an already heated race that is emerging as a contest between two longtime rivals ? former regime officials and Islamists who have surged in influence.

Omar Suleiman, one of the most powerful figures of Mubarak's regime, had said earlier this week that he would not run. But he said he changed his mind after hundreds of people rallied in Cairo to support a bid.

The announcement drew outrage from youth activists who spearheaded the popular uprising that toppled Mubarak last year and have since been disappointed by the continued influence of members of his ex-regime. Liberals and revolutionaries have been largely squeezed out of the presidential race. Some have vowed to boycott the May 23-24 balloting altogether.

"I find it incomprehensible that one of the top figures of the old regime, who should be on trial right now as a criminal, is actually considering running for president," said Mohammad Radwan, who took part in last year's mass protests.

The 75-year-old former general must get 30,000 signatures by Sunday's official filing deadline or the backing of at least 30 parliamentarians in order to run.

Suleiman, who appeared on television on Feb. 11, 2011 to announce that Mubarak would step down and hand power to the country's military leaders, served as Egypt's intelligence chief for 18 years at a time when the regime was accused of carrying out torture and human rights abuses against dissenters.

That makes him suspect in the eyes of many Egyptians, who had hoped to stamp out the old regime altogether and usher in a transition to democracy.

A win for Suleiman would largely keep control of Egypt in the hands of the military. Egypt's last four presidents have all been military men.

His decision also was the latest surprise in the first presidential race since Mubarak was ousted after nearly 30 years in power.

Last week, the Muslim Brotherhood, Egypt's most organized Islamist movement, named its chief strategist and financier Khairat el-Shater as a candidate, reversing an earlier pledge not to participate in the election. The long-outlawed Brotherhood already controls about half of the seats in parliament and would completely dominate the political arena if el-Shater wins.

The Brotherhood's Freedom and Justice Party posted Suleiman's announcement to run for president on its official Facebook page, with five photos of Suleiman smiling and shaking hands with top Israeli officials to the backdrop of the Israeli flag.

"This is a bullet to the Egyptian revolution," Brotherhood party spokesman Ahmed Khairy said. "His candidacy means that the revolution is not moving down its natural path and it means that the Egyptian citizen will the pay the price."

Suleiman, who was appointed vice president shortly after the uprising began, is well known and respected by U.S. officials and has traveled to Washington many times. He was the point person on both the U.S. relationship and the Israel-Egyptian relationship under Mubarak, once a close U.S. ally.

Suleiman's entry in the race is likely to be welcomed by Egyptians who fear their country might be slipping into chaos after a turbulent year of deadly protests against the military's continued rule that have battered the economy. His insider knowledge of the political system could make him one of the front-runners in the crowded field.

His supporters also fear that Egypt, the Arab world's most populous country, is falling into the hands of Islamists, some of whom have called for a strict application of Islamic law and cutting ties with neighboring Israel.

Hundreds rallied Friday in Cairo to call for him to run for president.

Suleiman said that helped change his mind.

"I can only meet the call and run in the presidential race, despite the constraints and difficulties I made clear in my former statement," he said in a statement carried by the official MENA news agency on Friday. He said he faces administrative obstacles, but did not elaborate.

Tarek Shalaby, a blogger and liberal activist, said he does not believe Suleiman has a strong chance of winning, though, since he was a central figure of Mubarak's widely despised regime. Shalaby said Suleiman's bid will only push those fearful of Islamists to vote for presidential hopeful Amr Moussa, a former Arab League chief and foreign minister who is courting the liberal and secular vote.

Meanwhile, thousands of ultraconservative supporters of Islamist candidate Hazem Abu Ismail, a 50-year-old lawyer-turned-preacher, rallied in Cairo's Tahrir Square to support him after it was announced that his mother was an American citizen, which could disqualify him as a candidate if he cannot prove otherwise. He has called it an "elaborate plot" against him and says his mother only had a Green Card. A preacher speaking to the crowd at Tahrir Square on Friday said the attacks against Abu Ismail amounted to attacks against God's rule.

The presidential vote is set to take place end of May, with a possible run off later. The announcement of who will lead Egypt is to be announced no later than end of June.

Spring cleaning was the focus of a recent service project conducted by employees of Kaiser Permanente's Atlanta office. HealthConnect, the company's electronic medical records department, partnered with DeKalb Community Service Board (CSB) to volunteer for their day of service at a group home for women with developmental disabilities in Tucker. ?

The volunteers painted inside, cleaned the carpet and brought new housewares. In addition to raking leaves, cleaning gutters, and removing ivy from trees they also refreshed the sunroom by staining the wood furniture and buying new cushions.

The residential manager at the LaVista Road facility is Janet Hawkins, who said, "This means the world to the ladies! We thank the Kaiser employees for the care and effort they put into the home."

This was the second residence KP employees chose for a volunteer project. Last year, they served at another DeKalb CSB home in Tucker for men.

?Community benefit is important to Kaiser - it's part of our mission," said Carol Butler, KP's Director of Technology. "We chose this venue because we felt our efforts at DeKalb Community Service Board last year made a big difference to the residents of that house. This is a good event to leverage the different skills on our team."

CAIRO (AP) ? A former strongman of ousted President Hosni Mubarak's regime announced Friday that he will enter Egypt's presidential race after supporters marched and pleaded for him to run.

Omar Suleiman's entry reversed an earlier decision and was likely to shake up an already heated race that pits former regime officials against Islamists for the country's top post.

It also was a blow to the hopes of the youth activists who spearheaded the popular uprising that toppled Mubarak last year but have been disappointed by the continued influence of members of his ex-regime and have been largely squeezed out of the race.

Suleiman, 75, was one of the most powerful figures of Mubarak's regime, running multiple secretive spy agencies. That makes him suspect in the eyes of many Egyptians, who had hoped to stamp out the old regime altogether.

But Suleiman's inside influence makes him a likely front-runner in the May 23-24 presidential election, with his main opponent likely to be Khairat el-Shater, candidate of the powerful Muslim Brotherhood, which has already shown its electoral might by winning nearly half of parliament in elections late last year.

Suleiman, a former general who appeared on television to announce that Mubarak would step down on Feb. 11, 2011, said earlier this week that he had decided not to run. But he issued a statement Friday on the state-run MENA news agency saying he changed his mind after hundreds of supporters held a rally urging his candidacy.

"I can only meet the call and run in the presidential race, despite the constraints and difficulties I made clear in my former statement," he said.

The announcement by Suleiman, a longtime Mubarak ally who served as Egypt's intelligence chief for 18 years, also was a major setback for two other ex-regime officials who have announced plans to run for president: former foreign minister and ex-Arab League chief, Amr Moussa, and former prime minister and Mubarak confidant, Ahmed Shafiq.

All three are widely seen as symbols of the old regime but have support among some liberals and moderates who fear the Islamists' rising power.

Suleiman must now get 30,000 supporters to sign a petition before he can officially submit his application to run in time to meet the official filing deadline on Sunday. The vote is then set to take place end of May, with a possible run later. The announcement of who will lead the Arab world's most populous nation will be announced no later than end of June.

A win for Suleiman would largely keep control of Egypt in the hands of military, which took power after Mubarak's ouster last year.
