NTSB: Neglect and Inaction Caused Huge Michigan Oil Spill

Whenever we live near an industrial area, we are at the mercy of those whose job it is to oversee and properly maintain the industry. Industrial "accidents" or cases of neglect and incompetence, can turn our lives upside down and, potentially, adversely affect our health. Such was the case in the 2010 oil spill caused by the Canadian company Enbridge Inc. in southwestern Michigan.

The National Transportation Safety Board has issued a report about the spill, saying it was the result of multiple cracks in the pipeline and that the company did not recognize the ruptures. The report also said the massive oil spill was caused by a complete breakdown of company safety measures, while its employees performed like "Keystone Kops" trying to contain it.

The Reuters news service carried a story about the report.

According to the report, the ruptures of Enbridge's pipeline spilled more than 20,000 barrels of heavy crude into Michigan's Kalamazoo River and a tributary creek in July 2010.

NTSB Chairman Deborah Hersman said in a statement, "Their employees performed like Keystone Kops and failed to recognize their pipeline had ruptured and continued to pump crude into the environment." The NTSB said the main failure of the pipeline was due to multiple small "corrosion-fatigue cracks" that grew over time to create a breach in the pipe over 80 inches long. The rupture spilled crude unchecked for 17 hours.

Enbridge said in a statement it believed its personnel were trying to do the "right thing" at the time.

The Pipeline and Hazardous Materials Safety Administration, or PHMSA, said its probe uncovered two dozen regulation violations related to the leak on Enbridge's Line 6B near the town of Marshall, about mid-way between Detroit and Lake Michigan. The U.S. pipeline regulator slapped a $3.7 million fine on Enbridge, the largest it has ever imposed.

The accident shut down the pipeline for more than two months and spawned a massive clean up that the company has estimated will cost more than $700 million. Following the Enbridge spill and other major pipeline accidents, the Transportation Department enhanced its oversight in 2011. Last December, Congress passed a pipeline safety bill that raised maximum fines and authorized an increase in the number of pipeline inspectors.

NTSB said their investigation found that Enbridge failed to accurately assess the integrity of the pipeline, including analyzing cracks that required repair.

"Following the first alarm, Enbridge controllers restarted Line 6B twice, pumping an additional 683,000 gallons of crude oil, or 81 percent of the total amount spilled, through the ruptured pipeline," the agency said. The NTSB said there was a "culture of deviance" at Enbridge where personnel were not adhering to approved procedures and protocols.

"Enbridge knew for years that this section of the pipeline was vulnerable, yet they didn't act on that information," said Hersman.

The NTSB report recommended that:

-- The U.S. Department of Transportation audit the Pipeline and Hazardous Materials Safety Administration's onshore pipeline program, fix problems and provide more resources.

-- The administration toughen regulations dealing with how companies monitor pipelines for cracking, including criteria for determining when lines must be excavated for visual inspections.

--The administration develop requirements for training pipeline control center staff.

--Enbridge improve its pipeline integrity policies, staff training and emergency response plans.

-- Enbridge train local first responders about dealing with pipeline spills, including use of oil containment devices.

Purported iPhone 5 part leaks show off Apple A6 chipset

The most recent in a slew of iPhone 5 part leaks shows two views of what's reportedly the next-generation iPhone logic board, including one with the shields removed. What makes this so interesting is that it appears from the photos, if they're accurate, that Apple will be using the Apple A6 designation for the iPhone 5's system-on-a-chip (SoC).

Apple previously introduced the Apple A4 SoC, their first in-house chipset design, with the original iPad, and carried a version of it over to the iPhone 4. Apple then introduced the Apple A5 with the iPad 2, and again carried a version of it over to the iPhone 4S. With the new iPad, however, instead of going to an Apple A6 SoC, Apple added a quad-core GPU to the Apple A5 and called it the A5X. That led to speculation that Apple might create a new Apple A5 series SoC for the iPhone 5 as well. Not so, according to the images below, which we've enhanced the image a bit to make out the text better:

Not going with an Apple A5X SoC, at least the way it's currently engineered for the new iPad, makes a lot of sense. The primary purpose of the Apple A5X chipset was to support the massive 2048x1536 Retina display that was brand new to the 3rd generation iPad platform. The iPhone went Retina back in 2010 with the iPhone 4, so that load is already taken care of. The iPhone 5, according to rumors, will have a slightly bigger 1136x640, 4-inch, 16:9 display, but nothing that would require an A5X-style chipset. It seems more likely Apple would go with the same type of general CPU and GPU performance improvements in the iPhone 5 that they delivered with the iPhone 4S.

At the end of the day, what Apple calls the iPhone 5 chipset is a branding decision, but since Apple controls both the software and hardware, there's no need to simply throw silicone or cores at someone else's code. By going with something other than a repackaged Apple A5X, whether or not it's called the Apple A6, it could deliver just exactly the performance vs. power balance Apple wants for their next generation phone.

Other than the processor you can see a Qualcomm chipset on the main board. That comes as no surprise. There are also different connector positions for the digitizer, LCD, and other components, which is consistent with previously leaked front panels.

In addition, the battery connector looks a bit wider than the current iPhone 4 and iPhone 4S battery connector. It's hard to be sure given the quality of the image, but it could be an indication of a larger battery, which would also be consistent with previously leaked parts.

Given the larger display, rumors of 4G LTE networking, along with space-saving changes like the rumored smaller Dock connector, nano-SIM, and in-cell display, a higher capacity battery certainly seems likely.

Considering the horrible quality of the image, it's always possible that the A6 designation or other features could have been Photoshopped into place. (Seriously, spies, invest in good quality cameras and lights!)

Regardless, iMore's information puts us less than a few weeks away from an official announcement and release. Until then, the parts leaks will no doubt continue, as will our analysis of them.

'Promiscuous' enzymes still prevalent in metabolism: Challenges fundamental notion of enzyme specificity and efficiency

ScienceDaily (Aug. 30, 2012) ? Open an undergraduate biochemistry textbook and you will learn that enzymes are highly efficient and specific in catalyzing chemical reactions in living organisms, and that they evolved to this state from their "sloppy" and "promiscuous" ancestors to allow cells to grow more efficiently. This fundamental paradigm is being challenged in a new study by bioengineers at the University of California, San Diego, who reported in the journal Science what a few enzymologists have suspected for years: many enzymes are still pretty sloppy and promiscuous, catalyzing multiple chemical reactions in living cells, for reasons that were previously not well understood.

In this study, the research team, led by Bernhard Palsson, Galetti Professor of Bioengineering at the UC San Diego Jacobs School of Engineering, brought together decades of work on the behavior of individual enzymes to produce a genome-scale model of E. coli metabolism and report that at least 37 percent of its enzymes catalyze multiple metabolic reactions that occur in an actively growing cell.

"We've been able to stitch all of the enzymes together into one giant model, giving us a holistic view of what has been driving the evolution of enzymes and found that it isn't quite what we've thought it to be," said Palsson.

When organisms evolve, it is the genes or proteins that change. Therefore, gene and protein evolution has classically been studied one gene at a time. However in this work, Palsson and his colleagues, introduce an important paradigm shift by demonstrating that the evolution of individual proteins and enzymes is influenced by the function of all of the other enzymes in an organism, and how they all work together to support the growth rate of the cell.

Using a whole-cell model of metabolism, the research team found that the more essential an enzyme is to the growth of the cell, the more efficient it needs to be; meanwhile, enzymes that only weakly contribute to cell growth can remain 'sloppy.' The study found three major reasons why some enzymes have evolved to be so efficient, while others have not:

Enzymes that are used more extensively by the organism need to be more efficient to avoid waste. To increase efficiency, they evolve to catalyze one specific metabolic reaction. When enzymes are responsible for catalyzing reactions that are necessary for cell growth and survival, they are specific in order to avoid interference from molecules that are not needed for cell growth and survival.

Since organisms have to adapt to dynamic and noisy environments, they sometimes need to have careful control of certain enzyme activities in order to avoid wasting energy and prepare for anticipated nutrient changes. Evolving higher specificity makes these enzymes easier to control.

"Our study found that the functions of promiscuous enzymes are still used in growing cells, but the sloppiness of these enzymes is not detrimental to growth. They are much less sensitive to changes in the environment and not as necessary for efficient cell growth," said Nathan Lewis, who earned a Ph.D. in bioengineering at the Jacobs School in March and is now a postdoctoral fellow at Harvard Medical School.

This study is also a triumph in the emerging field of systems biology, which leverages the power of high-performance computing and an enormous amount of available data from the life sciences to simulate activities such as the rates of reactions that break down nutrients to make energy and new cell parts. "This study sheds light on the vast number of promiscuous enzymes in living organisms and shifts the paradigm of research in biochemistry to a holistic level," said Lewis. "The insights found in our work also clearly show that fine-grained knowledge can be obtained about individual proteins while using large-scale models." This concept will yield immediate and more distant results.

"Our team's findings could also inform other research efforts into which enzymes require further study for overlooked promiscuous activities," said Hojung Nam, a postdoctoral researcher in Palsson's lab. "Besides testing and characterizing more enzymes for potential promiscuous activities, enzyme promiscuity could have far-reaching impacts as scientists try to understand how unexpected promiscuous activities of enzymes contribute to diseases such as leukemia and brain tumors," said Nam.

TOKYO -- Seven of 14 Chinese activists arrested after landing on disputed islands left Japan by plane Friday and the others were being deported as well, relieving some tension from one of the territorial rows Tokyo has with its neighbors.

The protesters had traveled by boat from Hong Kong to the uninhabited East China Sea islands controlled by Japan but also claimed by China and Taiwan. They were arrested Wednesday after five of them landed on one of the five-island group, known as Senkaku in Japanese and Diaoyu in Chinese.

Chief Cabinet Secretary Osamu Fujimura said earlier Friday that Japan would not press further charges against the activists.

"The decision is strictly based on domestic laws, not swayed by emotions," Fujimura said, denying any political consideration.

He said some of the activists had thrown concrete blocks onto coast guard patrol boats but did not cause any injury or major damage that would subject them to criminal charges.

Prime Minister Yoshihiko Noda called the incident "extremely regrettable."

The arrests have prompted protests in Hong Kong and Beijing, and Japan's move to quickly deport the activists was seen as an attempt to avoid further inflaming protests.

Seven of the 14 activists took off on a commercial flight from Japan's southern island of Okinawa, officials said. The remaining seven were being flown to a nearby island to take their boat home later Friday from there, Justice Ministry officials said.

China had demanded immediate release of the activists, saying their capture by Tokyo was hurting bilateral relations. Dozens of people protested in Beijing, Hong Kong and several other major cities, praising the activists as heroes and burning Japanese flags.

Japan says it has controlled the five main islands for more than 100 years. It has been trying to place four that are privately held under state ownership to bolster its territorial claim.

While the deportations will relieve some tension between Tokyo and Beijing, Japan moved to act tougher on another island dispute, this one with South Korea.

Japan threatened Friday to cancel upcoming ministerial talks to protest recent remarks and actions by South Korean President Lee Myung-bak that stirred animosity, and said it wants to take the island dispute to the International Court of Justice.

Lee recently visited the islands, which are controlled by South Korea but also claimed by Japan, angering Tokyo. Lee also said this week that Japanese Emperor Akihito should apologize to Koreans if he wants to visit South Korea and condemned Japan over its wartime sexual slavery of Korean women.

Fujimura, the chief Cabinet secretary, said Japan "within days" would seek South Korea's consent to take the case to the international court to rule on the overlapping claims on the islands, called Takeshima in Japanese and Dokdo in Korean.

Japanese Finance Minister Jun Azumi called Lee's remarks and actions "unacceptable" and suggested the possibility of postponing talks with his South Korean counterpart scheduled for later this month.

Japan also could consider terminating a bilateral foreign exchange scheme to help support the South Korean won, Azumi said.

S&P downgrades outlook on Greece

NEW YORK (AP) ? Standard & Poor's Ratings Services has lowered its outlook on Greece's long-term credit rating, saying it is likely that the financially troubled nation will experience a shortfall in its 2012 budget amid a worsening economy and delays that have kept the government from implementing cuts.

The ratings firm downgraded Greece's long-term sovereign credit rating to "negative" from "stable."

The move reflects the possibility that S&P will downgrade Greece's rating if the nation fails to get additional funding from other eurozone countries and the International Monetary Fund.

Greece has been relying on such loans since high interest rates pushed it out of bond markets in 2010.

In return, it has imposed harsh austerity, slashing pensions and salaries, repeatedly hiking taxes and increasing the retirement age.

U.S. Should Adopt Higher Standards for Science Education

Americans have grown accustomed to bad news about student performance in math and science. On a 2009 study administered by the Organization for Economic Co-operation and Development, 15-year-olds in the U.S. placed 23rd in science and 31st in math out of 65 countries. On last year's Nation's Report Card assessments, only one third of eighth graders qualified as proficient in math or science. Those general statistics tell only a piece of the story, however. There are pockets of excellence across the U.S. where student achievement is world-beating. Massachusetts eighth graders outscored their peers from every global region included, except Singapore and Taiwan, on an international science assessment in 2007. Eighth graders from Minnesota, the only other U.S. state tested, did almost as well.

What do Massachusetts and Minnesota have in common? They each have science standards that set a high bar for what students are expected to learn at each grade level. Such standards form the scaffolding on which educators write curricula and teachers plan lessons, and many experts believe them to be closely linked with student achievement.

Unfortunately, the quality of most state science standards is ?mediocre to awful,? in the words of one recent report from the Thomas B. Fordham Institute, an education think tank in Washington, D.C. Several states present evolution as unsettled science??according to many scientists, biological evolution occurs through natural selection,? say New York State's standards. Wishy-washiness is also creeping into the way schools teach climate change, as some parents pressure teachers to ?balance? the conclusions of the majority of scientists against the claims of a tiny but vocal clan of skeptics. We can't have a scientifically literate populace if schools are going to tap-dance around such fundamentals.

Now a group of 26 states has collaborated with several organizations on ambitious new standards, known as the Next Generation Science Standards, that all 50 states, plus the District of Columbia, will be able to adopt starting early next year. The first draft, released in May, explicitly included evolution and climate change. A second draft will be available for comment this fall.

The standards are based on recommendations from the National Research Council and were funded in part by the Carnegie Corporation of New York. In addition to tackling shortcomings such as those mentioned above, they put new emphasis on engineering, which is crucial to our country's economic competitiveness, and stress the process of science as much as the content.

Any system of education standards has potential downsides. Mandate too much, and kids will grow bored or overwhelmed and teachers will lose autonomy. But these new standards have already won over important potential critics. Carolyn Wallace, a science education researcher at Indiana State University and a former high school science teacher who believes many standards systems are too ?authoritarian,? says the Next Generation standards leave room for teachers to be more creative in how they present material to kids. She does worry that the standards impose more than can reasonably be taught in one school year. Hers is a serious concern that the standards developers should address.

There is little doubt that these standards will require more classroom time to be devoted to science?and that is good. Harold Pratt, a former president of the National Science Teachers Association, says that in elementary school, science has often been squeezed out entirely by the reading and math requirements of the No Child Left Behind law. Many states currently require only two years of science, and California governor Jerry Brown recently proposed cutting that to just one. Accommodating the Next Generation standards would probably require three.
