Job Description::

The Consultant is expected to prepare and evaluate National Project Plans. This also includes full practical knowledge of PMBOK from PMI. Full practical experience and knowledge of Project sub-plans (e.g. Quality Management Plans, Risk Management Plans ...etc.)The consultant is also expected to review Plans and related documents and
provide a technical opinion via reports when needed.

Tasks & Responsibilities::

?????????Participate in studies and reviews of National Strategic projects.
?????????Prepare operational Plans documents for projects.
?????????Prepare, review and write the TORs and technical specifications (RfP, RfB, RfI ?etc.) to implement projects.
?????????Prepare, review and write technical reports related to Projects.
?????????Review and enhance technical requirements.
?????????Prepare evaluation criteria for projects tenders.
?????????Review and provide technical opinions in relation to contracts and yearly budgets for projects
?????????Review and prepare a payment plan for Projects on the verge of implementation.
?????????Provide department staff training and knowledge transfer.
?????????Prepare and conduct professional presentations to the Department and higher management.
?????????Prepare quarterly and yearly Departmental Projects status reports.

Skills:

Academic Requirements::

?????????Bachelor's degree in Computer Science ,or Computer Engineering, with Master's degree in Project Management ( preferable).

?????????Minimum experience 15 years of planning and implementation of IT projects and Minimum 8 years in e-Government related projects.
?????????Implemented PMI's PMBOK in all projects within the last 8 years' experience period.
?????????Has full knowledge of the Project Life Cycle.
?????????Has full knowledge of PMI PMBOK Guide Fourth Edition.
?????????Has practical knowledge and experience in using PMBOK's Project
?????????Management Framework and the ability to tailor it according to the project type.

Genetic discovery unlocks biosynthesis of medicinal compound in poppy

ScienceDaily (May 31, 2012) ? Scientists at the University of York and GlaxoSmithKline (GSK) Australia have discovered a complex gene cluster responsible for the synthesis of the medicinal compound noscapine.

The discovery, published in the latest issue of?Science, reveals that the pathway for synthesis of noscapine is controlled by a complex cluster of ten genes encoding five different enzyme classes. This is the most complex gene cluster ever?found in plants. The discovery has revealed the previously unknown biochemical pathway for noscapine synthesis. It will also greatly accelerate the breeding of high-noscapine poppy varieties.

The breakthrough came when the scientists discovered that poppy varieties that produce noscapine express a number of genes that are absent in varieties that are noscapine free. They then analysed the inheritance pattern of these genes in hundreds of offspring from crosses between noscapine and no-noscapine varieties. When they saw that all of these genes are inherited together, they realised they could be looking at an incredibly complex gene cluster. The identity and arrangement of genes in the cluster was determined by cloning and DNA sequencing.

Professor Ian Graham, Director of the Centre for Novel Agricultural Products at the University of York, said: ?We were amazed to find that this gene cluster encodes for almost the entire biosynthetic pathway for noscapine. With this one discovery we have been able to produce an outline of the pathway and define a number of the steps involved - something that normally takes years.?

Noscapine has been used as a suppressant in cough mixtures for decades. More recently, it has been reported to have anti-cancer activity and is currently in early stage clinical trials. Noscapine was one of the first natural products to be chemically characterised almost 200 years ago. Until now, however, the pathway for production and the genes involved in its synthesis have not been identified.

Tim Bowser, Head of R&D for GSK Australia?s Opiates Division, said: ?The fact that the genes are grouped in a cluster means that plant breeding becomes faster and easier. GSK are using this discovery to develop high yielding commercial noscapine poppies in order to establish a reliable route of supply.?

Commercial poppy farming traditionally involved lancing the seed capsule to release the latex from which medicinal alkaloids, including noscapine, could be extracted. Since the 1960s commercial industrial techniques have largely switched to large scale poppy harvesting and extraction focussed on other medicinal poppy alkaloids like morphine and thebaine used to manufacture pain medicines. This trend has developed at the expense of noscapine which until now was only available from traditional techniques.?

I havent paid my bills in like a year. My credit report says they?re charged off as a bad debt, and there are 3rd parties trying to collect on the debts. I have come into steady income and I would like to repay the debts. The 3rd party collectors want lump sum settlements and don?t want payments. Can I use a consumer credit counceling service to setup a payment plan to pay these debts off? Or is it too late for that? I was considering a chapter 13 to get everything straightened up and on plan, but my coworkers think that?s a bad idea since I will not be saving any money from the chapter 13 as far as my financial numbers work out. (disposable income vs total debt after 5 years of payments).

(AP) ? It took 24 witnesses over 19 days of testimony for prosecutors to make their case against Roger Clemens, with three jurors and two minor pieces of the indictment dismissed by the time they were done. With the overlong-running trial now in its seventh week and Clemens' lawyers starting to take their turn, the case remains centered on the credibility of one person ? Brian McNamee.

The government rested Tuesday in the perjury trial of the seven-time Cy Young Award winner, wrapping up with a witness from Wall Street and two from the FBI. Two invoked the name of McNamee, the longtime Clemens strength coach who says he injected the ex-pitcher with steroids in 1998, 2000 and 2001 and with human growth hormone in 2000.

The defense is expected to take about two weeks to call its witnesses. The trial has already exceeded the original estimate of four to six weeks stated by the judge at the start of jury selection.

Clemens is charged with two counts of perjury, three counts of making false statements and one count of obstruction of Congress. All relate to his testimony at a hearing in February 2008 and his deposition that preceded it.

The heart of the case is the allegation that Clemens lied when he said he had never used steroids or HGH, but the obstruction count included 15 statements, or "acts," in which Clemens is alleged to have misled Congress on a variety of issues. U.S. District Judge Reggie Walton dismissed two of those acts Tuesday.

The first dismissed act dealt with Clemens' claim that he had "no idea" that former Sen. George Mitchell wanted to talk with him in preparation for the 2007 Mitchell Report on drugs in baseball. The government couldn't prove otherwise because some of its evidence was ruled inadmissible due to rules over attorney-client privilege.

The second dismissed act deals with Clemens' statement in his 2008 deposition that: "I couldn't tell you the first thing about (HGH)." The judge said that statement could be misinterpreted because it was asked in the context of whether Clemens had ever done any research into HGH.

Thirteen alleged misleading statements remain in the charges. The government only needs to prove one to gain a conviction for obstruction of Congress.

There's something the trial definitely can't afford to keep losing: jurors. Two have been dismissed for sleeping during the proceedings, and a third was lost Tuesday following the death of her mother. There's only one alternate left.

"So I'd ask everybody to stay healthy and available," Walton told the remaining 13. Many of them smiled or laughed.

One of the government's final witnesses was Anthony Corso, one of McNamee's so-called "Wall Street clients" who worked out with the strength coach in Manhattan. Corso related a pair of conversations meant to show that McNamee didn't start making up allegations and fabricating evidence against Clemens to placate federal investigators in 2007.

"Mr. McNamee had mentioned that Mr. Clemens was one of the athletes that was getting positive results from" HGH, said Corso, recalling a conversation from around 2002.

A key piece of evidence in the trial is medical waste from an alleged 2001 steroids injection of Clemens that McNamee said he saved in a beer can and FedEx box.

Corso, a large, blunt-spoken New Yorker who works as a managing partner in a consulting firm, recalled asking McNamee around 2005 about a newspaper story concerning performance-enhancing drugs.

"'I'm not going to get thrown under the bus because I've taken care of it,'" Corso remembered McNamee saying. "He said he had saved some syringes and thrown them in a beer can, and thrown them in a FedEx box."

Corso didn't directly link Clemens to that statement, a fact reinforced by a question from a juror. That forced the government to start reading Corso's grand jury testimony from two years ago, when Corso quoted McNamee as saying, "I saved two syringes that I used on Roger." Corso said he now can't recall whether McNamee used Clemens' name in connection with the syringes or not.

FBI expert Eric Pokorak then testified that the mouth of the beer can didn't contain Clemens' DNA and might have contained McNamee's, evidence that could help or hurt both sides. The beer can allegedly came from Clemens' apartment, but the government can now argue that if Clemens didn't drink the beer, then his DNA couldn't have contaminated the evidence McNamee kept inside it.

FBI toxicologist Cynthia Morris-Kukoski completed the government's case by testifying about the various types of vitamin B12. Clemens has said that he received B12 injections from McNamee ? instead of steroids or HGH.

The defense called two witnesses late in the afternoon. Former major leaguer and longtime Clemens friend Mike Capel testified about Clemens' strong work ethic. One of Clemens' former high school teammates, Todd Howey, did the same.

"I've yet to see anybody work like Roger Clemens," Howey said.

The trial has also meant a lot of hard work for Walton, who didn't take it well when Clemens lawyer Rusty Hardin mentioned that the judge was getting paid the "big bucks."

"I don't get paid big bucks," Walton said. "We haven't gotten a pay raise in 20 years. ... It's a good thing I'm married to a doctor or else I couldn't afford to do this."

?According to data released last week, the worst effects of the housing crisis are beginning to wind down. RealtyTrac?s latest report shows the number of foreclosures in the U.S. in April is down 13 percent to 188,780 from 219,258 a year ago. However, some of the largest cities in the U.S. continue to lag behind the rest of the country and still have long to go before the housing crash has fully run its course.

RealtyTrac published the number of new home foreclosures in April in the 50 largest metropolitan statistical areas in the U.S. Of those 50 areas,?10 had more than double the national foreclosure rate, which is one out of every 698 new homes. In California?s Inland Empire metropolitan area, the rate was more than triple that. Using RealtyTrac?s foreclosure rates and home price data from Fiserv Case-Shiller, 24/7 Wall St. reviewed the?10 metropolitan areas with the highest foreclosure rates.

The continuing high rates of foreclosures in some areas is a disturbing trend, said RealtyTrac?s vice president, Daren Blomquist. Although the national foreclosure rate appears to have peaked, the massive number of remaining properties yet to be foreclosed may continue to hurt the U.S. market in the long term, he added. The large number of new foreclosures ?means that distressed property sales will continue to represent a large portion of overall sales for at least the remainder of this year, which in turn will keep a lid on any robust home price recovery,? Blomquist said.

After reviewing the markets with the highest foreclosure rates, it is clear that regions with the most foreclosures to date are the ones worst affected by the housing crisis. Seven of the?10 metro areas on this list had among the top?10 largest declines in home value from their pre-recession peaks. In six of the?10 regions, houses lost more than half their value in less than six years. In Las Vegas, home prices plummeted 61.8 percent between the beginning of 2006 and the end of last year.

While all?10 metropolitan areas on this list have a high foreclosure rate compared to the national average, in some cities foreclosures have begun to decline, while in others they continue to increase. For example,?of these regions with the highest foreclosure rates, the number of new foreclosures fell by 44 percent in Phoenix and by 66 percent in Las Vegas in one year. Meanwhile, foreclosures rose 38 percent in Miami and 59 percent in Tampa.

According to Kolko, while the overall decline in home prices is the major underlying force behind these areas? high foreclosure rates, it is the legal systems of the regions? respective states that?are affecting whether foreclosures are still rising or declining. Florida has a long foreclosure process, which involves the courts on many occasions, while Nevada?s process is much shorter and non-judicial. Florida is therefore far behind in liquidating its foreclosure inventory, while Nevada is far along the process.

Orlando had 2,717 new homes in foreclosure this past April, up 12.9 percent from the 2,406 in April 2011. The forecast for the future is similarly bleak. Fiserv projects Orlando homes?will continue to lose value between the fourth quarter of this year and the fourth quarter of 2013, predicting a 1 percent decline in prices over that time period.

This represented an increase of 25.5 percent from April 2011 when 9,433 homes entered foreclosure. However, the number of foreclosures represents a 7.63 percent decline from March, when the Chicago area also led all metropolitan areas with 12,818 foreclosures. Another positive sign for Chicagoans: Home prices are projected to rise 6.3 percent annually through 2016, according to Fiserv.

8. Tampa-St. Petersburg-Clearwater, Fla.

Residents of the Tampa, Fla., metro area watched the median home price in the region fall to $137,000 in the fourth quarter of 2011 ? a 48 percent drop from its peak. The region recorded 4,295 foreclosures in April 2012. To make matters worse, that number is up from the April 2011 figure. Last April, only 2,701 new area homes were in foreclosure, meaning that foreclosures increased by 59 percent the past year. One in every 315 homes in this MSA had a foreclosure start this past April.

7. Phoenix-Mesa-Scottsdale, Ariz.

Although this accounted for the third-largest decline in home prices among all metropolitan areas, the Phoenix region posted a 22.64 percent decline in foreclosures from March, as the number of new foreclosed homes fell from 7,439 to 5,755. Likewise, in the last year, the number of foreclosure starts in the area fell by 44.44 percent, from 10,358 in April 2011 to 5,755 this past April.

UFC 146 picks cover the biggest UFC card ever

UFC 146's all-heavyweight main card is this Saturday. To prime you for the the fights, read the picks from Kevin Iole, a selection of Cagereaders who posted their picks on the Cagewriter Facebook page, and me. Don't agree with the picks? Speak your mind in the comments, on Facebook or on Twitter.

Champion Junior dos Santos vs. Frank Mir for the UFC heavyweight title

Kevin Iole: Junior dos Santos KO1 Frank Mir -- This could just as easily be Mir by first-round submission, but since all fights begin on the feet, I will go with dos Santos by KO.

Maggie Hendricks: JDS KO1 Mir -- Mir's only hope is to get this fight to the ground to avoid Junior's powerful stand-up. But as Shane Carwin and Cain Velasquez learned, getting JDS to the ground is not an easy feat, and Mir won't succeed.

Cagereader's take: Frank Mir is an outstanding, decorated mixed martial artist. He can be dangerous on his feet and clearly on the ground as well if you look at his past submissions. His best bet is to figure out how he can get Junior dos Santos to the mat. The unfortunate part for Mir is that dos Santos possesses some of the best standup in the heavyweight division and I think Mir will struggle with those heavy-hitting fists Junior is going to throw. I love them both as fighters but my guess is dos Santos will win this one and retain his belt via TKO. -- Roberto Garza

Cain Velasquez vs. Antonio Silva

Iole: Cain Velasquez TKO2 Antonio Silva -- I think Velasquez is the best heavyweight in the world and will prove it against Big Foot. Velasquez is a better version of Daniel Cormier and Cormier had his way with Silva.

Hendricks: Velasquez TKO1 Silva -- Velasquez has had to deal with competitors bigger than him since he was was Division I wrestler at Arizona State. He's learned how to use his speed, takedowns and striking to handle the size disadvantage, and he'll do it again on Saturday.

Cagereader's take: Cain Velasquez by TKO. Cain will rebound nicely in this bout. We'll see him return to his stalking/aggressive fight style which will eventually lead to some ground and pound against Silva. Silva is a top heavyweight but he's not very quick. He won't have a quick enough reaction to keep Cain away. -- Eddie Ledezma

Dave Herman vs. Roy Nelson

Iole: Roy Nelson W3 Dave Herman -- Nelson has the power to take Herman out, but most likely, Herman survives but takes a beating.

Hendricks: Nelson W3 Dave Herman -- Not to just copy Kev, but I don't see a way this fight will end early. This fight will be the bout it IS OK to blink while it's happening.

Cagereader's take: Roy Nelson will win against Herman. He is all wrong for Herman. Iron chin, BJJ blackbelt, better striking. Standup or ground game, Nelson is clearly better. -- Daniel Natividad

Stipe Miocic vs. Shane del Rosario

Iole: Shane del Rosario W3 Stipe Miocic -- This is more of a hunch because I don't know which del Rosario will show up. He's been off for a year since an auto accident. Del Rosario is a budding star and if he's healthy, I like him to make a statement against Miocic.

Hendricks: Miocic W3 del Rosario -- My heart says del Rosario because after the year he's had, he deserves a win. He was in a car accident with a drunk driver and even contemplated retirement during his trip back to the cage. However, Miocic's wrestling and striking will be too much.

Cagereader's take: I pick Miocic to win by decision. Del Rosario is the better and more experienced striker, but Miocic's wrestling ability will carry him to a decision victory. Miocic is confident in his hands, but he will eventually resort back to his bread and butter once he realizes the gap in striking ability between him and Del Rosario. Del Rosario has lacked in the takedown defense department before, and I expect him to have similar issues against the former NCAA Division I wrestler. Once on the mat, Miocic will land consistently from the top position, controlling the action and landing often enough to earn a decision win. -- Robert MacDonald

Stefan Struve vs. Lavar Johnson

Iole: Struve SUB2 Johnson -- Struve is susceptible to good strikers, but Johnson has a great vulnerability on the ground. I think Johnson has his moments, but look for Struve to take advantage of a mistake and end it with a submission.

Hendricks: Johnson KO2 Struve -- Though Struve does have a dangerous ground game, he opens himself up to getting punched in the face too often. Johnson is really, really good at punching people in the face.

Cagereader's take: Johnson-- I wanted to see Mark Hunt in this fight, but I actually see it going remarkably similar to how I would predict that one. Johnson has the style to wade in, get close, and do damage. That's enough to beat Struve. Struve's best option will be to pull guard and see if he can slap on a sub with his long limbs. I doubt he gets that chance, though. -- John Wilcox

(AP) ? Australia and South Africa will share hosting of a giant radio telescope made up of thousands of separate dishes and intended to help scientists figure out the make-up of the universe, the international consortium overseeing the project announced.

South Africa led an African consortium that included Botswana, Ghana, Kenya, Madagascar, Mauritius, Mozambique, Namibia and Zambia, and telescopes will be erected in all its partners. In South Africa, dishes will be added to a remote site in the arid Karoo desert where a smaller radio telescope project already is underway.

South Africa and Australia, which partnered with New Zealand in bidding for the project, had competed fiercely. South Africa claimed victory Friday, saying it got two of the projects three major components.

"We may feel slightly disappointed that we didn't get the whole thing. But I think one should emphasize that we did get most of it," said Justin Jonas, the chief South African scientist on the project. "Two-thirds of the biggest instrument in the world is still the biggest instrument in the world."

South Africa's science minister Naledi Pandor and scientists who had prepared the country's bid celebrated with an Africa-shaped cake at a news conference in South Africa's capital.

"This marks a real turning point in Africa, where we are becoming a destination for science and engineering, and not just a place where there are resources and tourism opportunities," Jonas added.

Australia also welcomed the split decision.

"It is an outstanding result for the Australia-New Zealand bid after many years of preparation and an intensive international process," said Sen. Chris Evans, Australia's science minister.

The Square Kilometer Array telescope will be 50 times more sensitive and scan the sky 10,000 times faster than any existing telescope. It requires huge open spaces with very few humans.

John Womersley, chair of the consortium's board, said the telescope will help scientists answer key questions: "Where do we come from? Where are we going? What is this universe we live in?"

"We don't understand what 96 percent of our universe is made of," he said.

The organization said dividing construction of the telescope will "maximize on investments already made by both Australia and South Africa."

Womersley said that splitting construction between the two nations will likely add around 10 percent to the ?350 million ($439 million) cost of the first phase of building the giant telescope. But he said there would be a payoff for astronomers.

"It delivers more science in phase one. The capabilities of this instrument are greater than the original design," Womersley said.
